It's very simple buddy, presence of foreign journalists on the front-lines does not provide any insight on actual casualty numbers especially when we are talking about front lines stretching hundreds of miles, it might be news to you but journalists do not head over to the front-lines to count dead bodies, they are there to provide coverage of events/conditions/etc for the most part.
As for Ukraine not publishing their casualties, it's a standard practice I don't understand why you are so enraged about this? Might wanna book an appointment with a psychologist buddy.
