In my opinion Ukrainians defend very smart. They engaged Russians in Sevierodonetsk city combat, because city combat is where Russian artillery dont matter that much as open Field combat.
They should have abounded it same way as Azovstahl like militaries advised to. Now this will lead to useless massacre and losing Lisichansk as well which can be kept.

And maybe the situation you describe is not that bad; This army is relatively young and modernized since 2014, so if corruption exists it's not deeply rooted since generations.
