But east ukraine has high % of ethnic russians no ? So it would be interesting to see where we can find area with high population of ethnic russians outside of russian federation.

Basically in every ex-USSR state, Kazakhstan Belarus Armenia Baltics Ukraine Central Asian countries Moldova. High % of ethnic russian population is present in these countries thanks to historic deportations of locals to Siberia/Far east and substitution of said locals with often good for nothing russian plebs/convicts/etc.
