It's sort of similar to the situation with China and Taiwan. Taiwan wants to become its own nation and thinks they are not Chinese. But China insists that they are Chinese and threatens them with military action if they try to declare independence.
No. They're all Slavic people, but they are ethnically different. What Russia thinks isn't what's important, it's what Ukrainians think.
