They were conspiring to shut down the media coverage of the lab leak hypothesis. Its not ambiguous, they are on email deliberating with each other on what powers they could use to suppress it. What they are 'debating' is how best to shut down a media story, literally stating that the story harms China as a reason. And other emails show they were aware the evidence behind the lab leak was compelling, to the point the top officials were saying it was more likely than not. So we've got proof they thought it was credible and probably true, and proof they were conspiring to suppress it anyway to benefit China.
