Project Veritas got its hand on a copy of a letter to the inspector general from a former DARPA fellow (joseph murphy usmc), who says that the specifically provided reason the Ecohealth proposal was rejected is because it was identified as being a potential gain of function research proposal, in violation of the ban, and that it did not did a proper risk assessment for whether it could cause a pandemic. Specifically;
“The proposal does not mention or assess potential risks of Gain of Function (GoF) research,” a direct quote from the DARPA rejection letter.
The major was with DARPA until this past August, before moving to naval research, and was specifically tasked with pandemic response and biotech programs, so he'd have access to the kind of memo he's quoting.
This pretty clearly shows that DARPA was fully aware that the ecohealth proposal was dangerous and illegal and rejected it, and yet Fauci's department accepted it and rewrote the definition of the term 'gain of function' to claim it no longer violated it. And now that definition has become the crux of the back and forths between Anthony Fauci and Rand Paul, and at the center of the origins of covid-19
