Depends how dense the concert is. If you're two inches from each other no. If you're a few feet with masks and outside, probably fine.

Some places can be open and have gatherings because the infection rates are so low. Need more context.

If we did this in the United States there would be guaranteed outbreaks because we still have massive community spread. There was a massive outbreak from a biker rally in a very very low population density state, just for some context. We know because it's already happened.
