The whole section of pages 44-66 talk explicitly about the Americans involvement, particularly the Trump administration.

Roger Stone, in the Trump administration, just got convicted on all counts relating to lying about colluding and knowledge of events that Russians did as part of influencing the 2016 election.

WH meeting was obviously pre-conditioned on investigations.

It's not clear that the aid was part of it. All talk about the aid itself being part of it came from individuals' assumptions.

The release of aid 2 days after complaint leaked can easily be explained by the need for it to be released before the 15th.
