If the GOP holds the Senate in 2020, then the American voters will have retroactively endorsed Mitch's approach and given it democratic legitimization. This exact reasoning is why the founders made the senate elected by the state governments. The senate was supposed to be a calmer chamber that could be more detached and logical while the house could be filled with firebrands and reflect the direct will of the people (which is also why there was a definite ratio of people to representative, so the reps could actually represent their constituents)
