This exact reasoning is why the founders made the senate elected by the state governments. The senate was supposed to be a calmer chamber that could be more detached and logical while the house could be filled with firebrands and reflect the direct will of the people (which is also why there was a definite ratio of people to representative, so the reps could actually represent their constituents)

had the senate been elected by state governments, the end of jim crow and the passage of the civil rights act would have occurred several decades later than they already did.
