Having to have a legitimate reason to go to war with another country is not the same as asking her to come up with hollywood movie shit.

I guess what I am trying to say is that if a country goes to war with another country over reasons that are not legitimate, she can expect very bad backlash from the international community. Most sane leaders don't want that.
