If you read that verse, you sure as hell fit that category. You are not righteous, you do not understand or seek for God. You have turned aside, become worthless and do not do good.

All the neighboring countries hated Israel, they wanted to demolish them. They decided to go up against God's chosen people. I'm sure you've heard stories of direct neighbors at war with one another. The only way that war will end is when one of them ends up in the grave.
Oh and have you ever heard of the saying: "Like Father like Son"? The infants would definitely grow up to hate the Israelite's and return with a vengeance. How do I know? I'll link it again:

Now, what if God told the Americans to completely eradicate ISIS? No doubt you have seen all the terrorist acts they have committed. All those gunfires that have killed many Citizens, all those bombings. What if America eradicated all of ISIS except for one, who just happened to be the leader? Eventually, they will return with a vengeance. Don't believe me?
Look at Hitler's infamous order to halt the advance at Dunkirk for 48 hours. The German army was on the verge of a breakthrough and had cornered the allies. Those 48 hours gave the allies precious time to dig in and organize a defense of the evacuation beaches. He missed a stunning opportunity to deliver a crippling blow to the British, a moment which changed the course of the war and gave hope to the beleaguered Allies.
Later on, those 400,000 British soldiers were able to regroup and land on the Nazi-held beaches of Europe. The rest is history.
You have Biblical scripture, here and now scenarios and even World War history from Hitler himself with examples of what happens when you let an opportunity to purge the evil slip by. They regroup more powerful than ever before and with a vengeance.
I sure as hell hope you do not become any kind of leader, driven by mercy and unable to give the order that nobody else could give. So when God gives the command to eradicate entire civilizations he knows why and we also have the ability to know why he ordered it. Sometimes we do not know why but in the end it all comes down to trusting God because his thoughts are higher than our thoughts (Isaiah 55:9; Romans 11:33-36). We have to be willing to trust God and have faith in him even when we do not understand his ways.
So therefore when God flooded the entire world, which we do know that it did indeed happen, it was just and righteous for him to do so.
