Yemen is a sovereign territory yeah.
Houthis have won a protracted war against UAE, Saudi Arabia and a coalition of Sunni Arab states (supported by the US/UK) and have taken over majority of Yemen. They are not recognized as a legitimate government of Yemen by US and UK and have conducted acts of terrorism towards the ships crossing the Red Sea, citing solidarity with the people of Palestine. Still, bombing the territory of another country (justified or not) usually requires UN SC approval (see eg invasion of Afghanistan that was run by Taliban).
I also understand that for US to start a war on the territory of another country requires an approval of US Congress (which should be a formality anyway as both Republicans and Democrats love bombing the shit out of fuckaluckistans).
I mean if we talk about technicalities - Houthis are actually non-State actors. So technically, they're striking non-State actors who are not covered by the UN protections?
