Data used to determine excess deaths is completely independent of how deaths are classified. We could say 100% of deaths were caused by Covid and it wouldn't impact the assessment of deaths by epidemioligical data.
It's actually pretty easy to understand.
Take the number of deaths per capita for the past 10 years, adjust expected values based on the age distribution in the population, and then compare it to the observed values in 2020. When you do this simple analysis, what you find is a number of deaths from Covid that is about 20% higher than what we saw reported.
This isn't actually unexpected. It's actually always the case that deaths from a pandemic are under-reported while it is happening because testing capacity is never enough to accurately assess 100% of deaths in real time.
