Sure, South Korea did really well and we would have been well-advised to copy a page or two out of their playbook. I nonetheless don't think that their approach could have worked in the West.
First, they are a de facto island where entry into the country can very easily be controlled and forced into quarantine. Second, the degree of digital tracing of citizens by government bodies in SK would have been a total nonstarter. Third, the country has a very homogeneous and compliant people with high levels of trust in their government. Something that can't really be said about any Western country. Fourth, SK has very dry and sunny winters which seems to help against coronaviruses in general.
