I think US helping kuwait falls into this catagory, it certainly is the first to sping to mind, but i dont know enough about kuwait (yet) to fully flesh this out. i will do some reading.

In my opinion without direct international intervention Kuwait would have been FUBAR and thus yes, its pre-existing freedoms and liberties were protected.

i.e. for countries with pre-existing freedoms and liberties, it should be understood that following invasion / conflict, including neutral intervention on said country's behalf (WW2, Kuwait, whatever) it is not climbing a mountain to return to said culture (free/liberty/whatever). However, for direct invasions, force of arms to change a culture, well...

Almost 8 decades later US troops still maintain a presence in Germany btw. The USSR left over 3 decades ago.

Well, it almost worked out in Afghanistan, except the liberal government was attacked by an external military taliban force and lost as the liberals didnt want to risk their lives.
