In what way is technology failing in this specific case? The vaccine is exceptionally effective and has side effects at a much lower rate than Covid, and was developed incredibly quickly. And it's not just one vaccine, there's multiple vaccines with comparable effectiveness.

Seems to me like the vaccine is more a miracle of modern medicine and less a failure.
