I remember this the first time, I think Kuwait and USA were close allies doing oil trades.

The 2nd time it was a bogus motive - weapons of mass destruction, but saddam was systematically murdering its citizens as well.

Oil both times. Saddam was left alone the first time because he could keep the power on in Iraq which shouldn't have been a country with its constituent groups who were all major rivals. Overthrowing him was a mistake and Iraq didn't have power for a decade.

Iraq and Syria were the most educated countries in the middle east and they were both extremely targeted by American, European, and Russian powers for vivisection.
