Yes they would. You can't starve 1 in 5 and the other 4 be okay with it.
China has it's own people to feed. It can't ship out enough food for free to cover the initial loss let alone the long term burden of having to become a sole supplier of machinery, parts, training, seed.
It's simply not something China would be interested in doing long term. At best they get oil out of the deal, but how long before they don't even need that? It's a dead end road.
