The only "agreement" right now is that Russia SAYS they don't care about Kyiv, because they couldn't make any headway in capturing the capital. I take their statement with a grain of salt. They cared enough to send tens of thousands of soldiers in an attempt to make a quick end to the war and were soundly rebuffed. Now they're pretending like their withdrawal was part of their master plan.
The Russians are losing control of some of the territory they had previously conquered.

The areas around Kyiv (not Kiev) were a strategic withdrawal. The areas around Kharkiv and Izium are tactical losses. Try to keep up, kid.
