Ah, you don't understand. Here's an example. Manu, 18, applying for a job in Auchan in May. He's not the smartest person (otherwise he'd be graduated at 16). His next conscription will start in autumn, October, 1st. He has a resignement with a legitimate excuse, enuresis. The resignement for enuresis is 6 months. This means that Manu will have to visit recruitment office next October and get a medical approval if he still has said decease (which must have been good if you are a paratrooper, imagine you are landing somewhere in the night and hitting the area with your built-in biological warfare). So, Auchan HR asks Manu for documents, his passport and recruitment ID. It says that Manu only has a 6 months of resignement while they need a full-time cashier for years. He rejects Manu. Our boy gets a mental trauma. He comes to recruitment office in October and psychiatrist regognizes Manu as mentally ill. Now he has a resignement for the whole time. He tries Auchan once again and HR guys asks for his Military ID (since he has a resignement for a life time). He checks it and rejects Manu once again because nobody wants a mentally ill person as an employee.

Also, it must be kept in mind that Ukrainian ultranationalism prospered in the years after 2014 precisely because of the very real and tangible external threat by Russia. The racism or xenophobia displayed by these groups is typically directed specifically at Russia and Russians. Ukrainian (ultra)nationalism is imho very similar to black nationalism back during the 60s: both represent an extreme, exaggerated form of chauvinism thriving due to a perceived threat and oppression by an overwhelming foe who wanted to enslave or annihilate them.

And just like the mere existence of the Black Panthers and the Nation of Islam was not enough to fully discredit the wider civil rights movement, the mere existence of the Azov Battalion should not discredit the Ukrainian quest for sovereignty and freedom. Until someone can prove to me that actual nazis are part of the upper echelon of Ukraine's political or military leadership (i.e. not the mayor of a town with 5k inhabitants), I will give Ukraine the benefit of the doubt and assume these groups to be fringe groups.

Now you got the point. Light physical deceases (and resignement for higher education, for having kids or a pregnant wife [3 kids -> life-time resignement] ) work like a charm. I see most of these job offers are from state companies. Many of them can offer you a legal resignement while you are working for them (hospitals, schools). Since such job offers on Headhunter are not many then I'm inclined to believe that it's a regular situation (staff turnover). Ukrainian trolls (if any) may use this as propaganda (however, they have same recruitment system). But these days anything may happen. I won't be surprised.
