Its okay to attack the government, military targets, etc, on a country that is belligerently attacking its neighbors but the robbing of Russian citizens all over the world seems similar to the Nazis stealing all the art of the world.

Okay, did a quick research. Most of the state companies have this kind of expert (it's a part of HR) meaning if you are working there you have a resignation from the army and they're doing paper work for you. Sometimes they can also be civil defense specialists (that's a plus).
Военно-учетный стол - Military scoreboard. This shit is as old as USSR. So before you are going to be conscripted you must have a coscription list (at the age of 16, if I remember correctly) and when you are trying to get a job HR specialist asks you for a conscription list or Military ID if you been to Army already. Nobody wants a guy that is going to be conscripted as an employee. That's how it works. Thought any HR can do the trick now :) For example there was a war expert in my school. A teacher of history. He was escorting us to conscription office and shooting range.

This is normal, the Western Media and more often than not, the American media powerhouse have such influence and effect everywhere in the world where it can turn and influence polls and citizens.
Please note that American led media technology have a foothold in 99% of the West, and in East Asia , South Americas and South East Asia.
We are talking about giants.

I think I have posted a video in regards to press freedom to you before and you have watch the entirety by Mr Lee Kuan Yew.
It was easier to control foreign media then but almost impossible to control in our day and age.

Countries with "similar" values will side with one another, and the media that is being portrayed by the said media stirs up emotions and passion thus blinding one's analytical ability.
Those that are able to see or understand the situation who point out a more "neutral" point of view is being bombarded and silence by the world, ridiculed and at times threaten.

Remember when the Coronavirus started, it was so bad in the states that it doesn't matter if you are Chinese descent or not, as long as you are Asian you will be targeted ruthlessly.
A Singaporean Chinese studying in London School of Economics was brutally beaten because he is "Chinese".

So Russians being targeted who do not support Putin or even anti Putin are not uncommon.

This is not just a discrimination of language , it is the beginning of a possible cultural genocide.
