And people are insisting the charges should have been filed less than 24-72 hours from the death in this case?

Willful disregard does, though (I was mistaken before, I thought those conditions fell under the murder-2 statute - it is murder-3)

you should have bolded the "causes the death of another"
Failing to render aid does not make it murder, causing the death does. If someone is dying of a reason you didn't cause you can still get criminally negligent homicide from failing to render aid when you have a responsibility to do so for someone in your custody, but that is manslaughter, not murder.

For a murder 3 charge they need to establish beyond a reasonable doubt that he caused the death, which is precisely what's missing from this criminal complaint without a medical examiner's report.
