Well some people still have that belief that their culture is more superior as compared to others.
There is nothing wrong with that though, it is some sort of a build in mindset since you are young, depending on where you grow up.
The Americans and British all have such mindset.

Therefore poorer countries and developing countries are considered backwards and uncultured because they are not actively following what the "west" is doing.

I was raiding with German guild in WoW. They found my profile on wowprogress, I believe. There were my stats and info clearly saying that I speak only English and Russian. So they were okay with English and I moved to German realm. Everything was fine, they were trying to speak English when talking to me but after few months they told me that I have to start learning German to be assimilated. I mean I knew few German words needed for raiding but they wanted me to communicate with them outside of the raid using their language. They weren't interested to communicate in English. I was raiding with a girlfriend, she's a teacher of German, so it helped to stay untill the nazi guild finally collapsed. And I planted Red Banner upon it's ruins.

If you consider Western Europe as one monolithic entity, sure... And imo Russia would still be interested in that.
The reality is more akin to the weight of Russia in such an alliance being comparable to Germany... It would be a union dominated by German-Russian relations, and the rest of the nations are in more subservient position.



Not just security guarantees... security integration. I am talking joint arms industry ventures, the whole nine yards...

In the cold war Europe's economy and security were both integrated with US.
Now there is a discrepancy between economic dependence and security.
Isn't the goal of security is safeguard the prosperity of the economy? The situation now is anomalous.
Sadly when push came to shove, the Germans decided to have a brainfart by joining the bandwagon of demonizing and segregating from Russia... But I don't think this will last too long no matter the ripple waves of the current conflict in Ukraine.

from what i am learning, the singapore model appears suited to singapore. ultimately the singapore government is responsible and not a dictatorship (as one america described it). in other countries where the government may not be as benign to its people (say, russia, china) it is too easy for the singapore model to be abused (i.e. to curtail or outright ban certain media narratives if they refuse to abide by certain rules).
