Yes, of course this statement is insane at face value. It is understandable in the context of the campaign though. Yes, how the Trump administration handled coronavirus was a bad mistake, and it was also a serious political blunder to attach themselves so much to a "move along, nothing to see here, everything is great"-message. But given the fact that they are dug so deep into this rhetoric and argument, there is nothing else left to do for them than to keep downplaying the virus and hoping that at least some fools buy that. It might work with some low-info voters from sun belt states where infection numbers are comparatively low at the moment.
tldr: Given where the Trump campaign stands, now coming out and admitting that "yup, shit is hitting the fan" would be far more damaging than continuing to downplay it and hoping for the best.
