Of course there is a difference, but the point is the size/scope of the difference.

The difference between Stalin or Brezhnev and Putin in terms of their imperialism and disregard for human life and human rights far smaller than the corresponding difference between colonial-era Britain and post-ww2 US.

There is a lot more continuity between Putin and Brezhnev than between John Russell and FDR.
