Cool story. He's referencing that when you reduce mortality people stop breeding as much and have more prosperous lives. Over breeding stops being a necessity because your kids are dieing of malaria

So? The quote is quite innocuous. It's from circa 200-2008 or so. All he's saying is that if we improve the health situation in the developing world, growing wealth, education as well as decreasing infant mortality will eventually prompt these people to have less kids, which in turn defuses the demographic timebomb a bit.
