To control weapons, you have to control how weapons are made.
That's why there have been serious tensions between North Korea and the rest of the world.

It's exactly the same with science.
To control science, you have to control how science is made.

Depends how you are using the word.

You study science in school, but that is really just shorthand for "knowledge produced by the scientific method".

Science is a method, and things that are produced by the scientific method is categorized under the school subject "science".
