By all mean's refuse the vaccine, but if your own conspiracy theories are correct that is a terrible idea.
Rabies also requires several vaccines immediately after an exposure to prevent progression of the disease. That disease would be a poor choice if that were the goal. Vaccinated people wouldn't be protected innately. There is also the question of PIE and ADE that I asked Brian below. THese things would increase the virulence of wild and nascent viral strains.
This type of plan does seem like something that Bill Gates would try to do though. It wouldn't be the first time, just look at his African vaccine debacles.
