You also just admitted you can do it with only one or two distribution points for most places, so you just defeated yourself.

The fraud angle can be overcome pretty easily with some basic security steps. But then again we don't even have basic security on our social security numbers, so it's unlikely we will ever have good security on anything.

Large corporations and billionaires need to start paying taxes fairly, and stop receiving subsidiaries.

If it's truly unavoidable, it further punishes smaller companies for what billionaires are doing. In the end, most companies are already paying their taxes in an acceptable manner (i.e. probably hiding some money, but not to an extent that it becomes truly parasitic), so I don't think those people need an extra tax imposed on them.
Make billionaires pay their share. That's all that's needed as a first step.
