Well since the ozone layer absorbs UV radiation, damage to the ozone layer does indirectly cause cancer, since UV light can cause cancer. You know what the media are like.
I can't be sure it's not the mercury in the air, but I can be sure that UV radiation can cause mutagenesis, because I routinely use UV-induced mutagenesis as part of my postdoctoral research.
