First, Citadel LLC has an AUM volume of $32bn, or 32 000m. If they are holding Regeneron stock priced at 185m, this means that their investment into Regeneron contributes only very marginally to their portfolio and profit.
Second, DeSantis has not been downplaying vaccine effectiveness to the best of my knowledge. This claim seems blatantly untrue and intended to demonize him.


So all in all, this is still a form of corruption, and bad, and I don't condone it. Nonetheless, the case is FAR less egregious than your pics made it out to be.
