Might be even more, you don't have to actively kill civilians. Without hospitals, food, a clean water source etc. most people die in the aftermaths of a war. A single infected flesh wound can kill weakened people. I'm sure a large part of the population is starving there now. Going to the fridge to get something to eat is out of question, don't think Russia can provide enough.
