Yes, the Neptune missiles were developed by Ukraine in response to the Russians stealing their Black Sea fleet.

/e and even the ancient Exocet missile (60s-70s tech) has terminal guidance.

Santara is in the US Armed Forces guild, respect his authority. His knowledge of warfare is all encompassing. My engineering and naval background can be entirely discounted since we have his expertise. :)

Unlike most people here, I actually served in the Navy. On a guided missile cruiser similar in function to the Moskva, no less. And what naval background of yours is that?
