Japan has a very vaccine-reluctant culture. Iiirc, there were several instances of vaccine campaigns going badly with side effects during the 80s and 90s, so large swaths of their population don't just trust a new vaccine and need a lot of convincing.
And unlike the US or Europe, they don't have a lot of production sites and thus little leverage. Also, since they had the virus under control with mild countermeasures for the longest time, there was little urgency. It's the same trap Australia fell into.
The olympics without fans were depressing.
