That's mostly because drone technology is very new and rapidly advancing.
The non-Western world will most definitely have higher efficiency on its military spending, but not enough to erase a 5:1 or higher spending deficit. Also note that Russia and China are the only major powers in this bloc. The militaries in Egypt, South Africa and Nigeria are barely able to keep their own populace under control. The Saudi military is absolutely pathetic, Iran was just exposed as a paper tiger. The Indian military isn't nearly as well-equipped as the Chinese one and has just about zero experience in actual warfare aside from a few static trenches high up in the Himalaya.
