Hmmm, I guess being able to enforce the rule is the difference. An employer has leverage over his employees, he can fire them. A shop- or business-owner has a much harder time enforcing rules against his customers. A slob enters a shop without a mask, what's the staff gonna do, remove him by force and risk a lawsuit or being beaten up (or worse)? In practice, it's only enforceable in places with dedicated security, say shopping malls or concerts.
Off-topic: if it's constitutional for American employers to require their employees to be vaccinated - couldn't they also require them to take other kinds of medicine? For example, couldn't they demand their female employees to take the pill? (I'm very sure that would be wildly unconstitutional...)
