Russia (and RSFSR before that) owned and operated them. The STATIONED their nukes in Ukranian SSR and eg Cuba, just like Americans stationed their nukes all over the world. If anything Russia withdrew their own nukes not to threaten EU / NATO block. Ukranians were not able to defend themselves with nukes without Russians approval/launch codes. Cubans don’t complain they got screwed when USSR removed nukes from Cuba?

For example if Turkey is kicked out from / leaves NATO tomorrow and Americans withdraw their nukes from Incirlik - it’s not up to Turks to decide. These are not Turkish nukes, these are American nukes and only they can launch them.
