Reinstating based upon the fact that people released from prison regain the rights they left behind what they entered prison. The reason they entered doesn't seem relevant. Sex offenders are a special category but they can still vote, just not live near schools.
Most people are in prison for crimes other than ones they commit by virtue of plea bargaining being the result of 90+ % of cases.
