the state has a ~64% vaccination rate and three out of four covid cases there are vaccinated

The key question was and still is the degree to which fully vaccinated infected can spread the virus to others.
Essentially, this report and the findings and conclusions cited therein suggest that the approach of the UK is the correct one. Trying to permanently keep infection numbers low, irrespective from the vaccination status and thus the risk the healthcare system is at, is a foolish strategy.

wasnt it published today that vaccinated people with the delta variant had almost the same amount of virus particles in their nose and throat?

IMO its very clear by now that these vaccines to not prevent the spread in any meaningful way

It was mentioned in the study referred to by your WaPo article. But there have also been numerous other studies showing viral load in vaccinated to be lower, so I dont think the picture is very clear yet.
That whole WaPo article sounded a bit like fearmongering strategy by the CDC to pressure people into masking and distancing.

"study"

that term is absolutely finished, the result is the desired one and not a product of science

I think it’s assumed now vaccinated people can still acquire it and spread it.

The symptoms are just less if you are vaccinated and usually don’t require hospitalization
