I mean, you'd have to cut out the rockets on an icbm to make it fall that short if it wasn't angled stupidly up and down like a moon launch. Also the whole issue of bothering to ask why Russia would ever use an ICBM to do what an intermediate range missile does. Normally, RS - 26 Rubezh is for distances between 2000 - 6000km. The target was 800km away. They did that by altering the payload (making the rocket heavier). It might have been the test shot for the real deal to come with an actual warhead. It was also the first ICBM ever fired at a country during a war.
