When women and children are fleeing the country and men are forcibly conscripted to sure death? And under bombardment and losing utilities all the time
North Koreans don't have a particularly terrible quality of life in the 2020s, not at least anything on par with the eras of communist atrocities / purges / famine like it used to be. They've got generally functional social services, education, industrialization, public transportation, etc, they aren't just living in mud huts and rice paddies anymore. Obviously vastly more developed in Pyongyang, but the rest of the country isn't living much worse than rural areas of other asian countries. Less technology, no internet. A person could live and die a relatively peaceful and secure life as a farm laborer or factory worker or school teacher in North Korea right now.
Its a pretty easy choice between whether things are better for the average citizens of north korea or ukraine, but that's like asking whether its better to be a medieval peasant or to be the guy with his head in the stockades
