its not. Russia has red lines and this is not one of them. Russia swallowed / tolerated the US backed coup in 2014, but would not tolerate Nato missiles on their border. Russia also tolerated NS being blown up but unlike the German government which is spineless (there is really no other word), Russia will from time to time remind the west of their hypocrisy. In fact, unaligned countries have also had occasion to highlight western involvement in blowing up NS.

TLDR: Russia highlighted a long time ago that Nato (and US) forces were in Ukraine so all this does is support/validate that claim, it is not an escalation, its the current status quo, like russian forces in Cuba, dont ask dont tell you know.
