Russia waged two major and costly wars against Chechnya, with the end result being that a brutal dictator (Kadyrow) came into power and keeps a lid on the powder keg, in return enjoys a high degree of regional autonomy. As long as Kadyrow can keep the region stable, the Kremlin looks the other way with regard to his human rights violations and the occasional moments when Kadyrow's power goes to his head. But make no mistake: as soon as Kadyrow becomes illoyal to Putin or fails to keep his end of the bargain, he will get "replaced".
Imagine what Russia could accomplish in those areas with US support & backing. Could drive the Muslims out of the region entirely without much difficulty.
