Zelensky has ordered government officials to stop all air conditioning and outdoor lighting to conserve power as a symbolic move as Russia is once again hammering Ukraine's energy facilities.
There's been a significant sea change in how Russia is targeting and Ukraine responding- previous two years Russia used a lot of smaller missiles on area coverage of power junctions and distribution. Ukraine with presumed western technicians swarming around kept repairing and replacing them. now Russia is using massive repeated hits on the same targets on power plants, knocking out the production, which is not easily replaced- they've been methodically destroying thermal and hydropower, but leaving the nuclear facilities operational. And I guess Ukraine's only real response is going to have to be a network of smaller generators distributed throughout cities, which will be heavily taxing on the ability to distribute fuel to those generators which poses logistics risks as Russia could try to disrupt it.

We've still got until winter hits again to see what will really be the effects of Russia's new method of destroying Ukraine's power. Right now there are many blackouts and a significant loss of capacity but its not backbreaking and it doesn't really matter in summer.
