They've been completely crushing NATO in electronic warfare with jamming already, and using an ASAT would allow a dramatic retaliation without the US media being able to summon the furor of any blood being shed, and it could even plausibly help the ukraine war. I think Russia's deliberation both now and for the past two years is whether reciprocal escalation serves their strategic interests when they're winning the status quo of conventional war. It made sense at peacetime and would if Russia needed to dissuade a threat, but now they're in the war and winning, so they have more reason to just avoid anything that could shake it up
Russias deliberation is how many more mobiks to feed the meatgrinder for a slither of Ukraine.
The definition of a pyrrhic victory, if it even becomes such.
