I find that incredibly hard to believe but I think European leisure is different than American leisure. Hostels aren't really a thing here and hotels/spas are designed to keep people further apart than hostels.
Schools have quite a bit of social distancing already because you need to prevent kids from giving out handjobs in the middle of class.
Everything tends to be wider in America, the buildings, the roads, the people...
Also, organized amateur sports, particularly team sports, are just far bigger in Europe than in the States. In Germany alone, there are over 16k soccer clubs (and over 200k teams) which are all wanting to play an 11v11 game every weekend during the season. There's also stuff like table tennis (indoors), gymnastics (requires safeguarding on the amateur level, which isnt compatible with distancing requirements), bobsleigh, various martial arts classes and many more.
