I think its safe to say that f15/16s and some pretty nifty missles will help but they're gona need a hell of a lot more ifvs/mbts if Zelenskys serious about this ( I dunno why they're telling everyone, who needs the element of surprise I guess)

As already reported, the plan for a new counteroffensive was to be developed by the new commander-in-chief of the Armed Forces of Ukraine, Syrsky, this was one of the conditions for his appointment. The General Staff must report on the readiness of the Ukrainian Armed Forces for a counter-offensive by May, and Zelensky will make the final decision on the offensive.

After Russia had this much time to dig in and fortify its positions, had this much time to ramp up its military production, I don't see a counteroffensive succeeding. For a successful counteroffensive, they'd need some 100-150k fresh troops plus a three digit number of Western jets and a four digit number of armoured vehicles.
