Difficult to know what to make of it. On one hand it seems pretty clear that Russia is trying to make some sort of acoustic weapon. On the other there is simply no evidence that it a) exists or b ) actually works. Since Russia cant effectively invade a small post-colonial nation, I would assume the chances of them constructing spy weapons the likes of which have never been seen before on the planet to implement in Cuba are pretty low.

Small post-colonial nation of 41 millions is the largest country in Europe. If you don't count the actual Mordor.
