The liability might be a bit complicated, looked like the ship had some sort of malfunction but until it's determined exactly what happened he may want to avoid placing blame like that. Ship should have been piloted by the harbor pilot at the time from what I've read, if so I think that might affect liability.

Either way I thought he gave an uncharacteristically good speech in response to this.

Harbor pilots are aboard every merchant ship entering and leaving major US ports. They don't physically control the ship, they give guidance (orders) to the ship's navigator and helmsman. But yeah, insurance litigation will drag this out for years, which the public hasn't the time for. The government will step in to make immediate replacement and probably pursue the insurers afterwards.
