i am not sure what your point is

western intelligence agencies often have the intel that "something" is about to happen

almost all terrorists in the past were on the radar and the attacks still happened

why would it be different in russia?

unless of course these agencies knew exactly what would happen (which i dont think so far btw)

i am sure the russians investigated, but they couldnt stop it

They downplayed the threat and didn't take any precaution like security on large events.

This is rookie stuff

The point is the FSB is able to crackdown on people laying flowers for a political opposition figure, but they can't protect against ragheads with AKs crossing over from central Asia and shooting up a theatre.

Literally days after being warned of an attack specifically on concert or large gathering.

Yesterday, for the first time, the Kremlin spokesperson used the word "war" to describe its intervention in Ukraine.
According to Stephen Hall, a specialist in Russian politics at the British University of Bath interviewed by France 24, this means "very probably that a massive mobilization is approaching" on the Russian side.
He recalls in particular that the Russian Defense Minister "has just announced his intention to create two new armies by the end of the year".

Aswell as hrim2s (Ukrainian produced srbms, which is interesting)
Allegedly they targeted the information and Computing Center of the Russian Black Sea Fleet and a kilo-class submarine.

I'm sure Russia won't respond.

More attacks deep into UA territory, strikes on Kiev & Lviv, and looks like Russia is continuing a slow advance across pretty much the whole donbas front, lines updated around bakhmut, avdeevka, chasiv yar where flags are raised over ivanivske so just a mile away.
If the UA/USA/UK/whoever is in charge leadership has learned from Avdeevka they won't try to actually hold chasiv yar from a siege and will just retreat orderly and slow down the Russians, rather than try to stop them. Because we really don't need a repeat of that calamity
